It was a way for U.S to give military aid to those countries that didn't have money to buy weapons. The reason behind this was so Germany could be defeated and so the U.S wouldn't be affected.France and the Soviet Union benefited from this.

I believe his opinion was that war was sometimes necessary, that not everything can be resolved peacefully.He also didn't approve of dictatorships and saw that in the future if they did not defeat Germany.
